Offset, CARES Act and my rights as a borrower

Hi guys,
I’m new here, so apologies if I’m violating a standard posting format.
Anyway, I recently decided to rehabilitate my almost 20-year student debt, after realizing there are indeed things I want from life, that an outstanding debt to the government will undermine.
Luckily. my rehabilitation program coincides with the extended CARES Act, which means I should find myself in better standing on autopilot, at least until October.
However, I have a sizeable refund coming in March, and I’m afraid the dark bureaucratic forces will find a way to offset the balance.
Can anyone speak to this? Is there a way to 100% avoid offset?
